Welder. 20A recep. 30A ocpd

Installing a single receptacle installed on an individual branch circuit exclusively for the use of a cord and-plug-connected arc welder. The manufacturer recommends a 20A recep with a 30A ocpd. The welder nameplate lists I1max 21.4A and I1eff 11A. 210.21(B) and 630.11 seem to allow the manufacturers recommendation.
Is this ok? I would think that the next guy that owns this house may not have a welder and this will end up being a general use 20a recept on a 30a ocpd.
 
If the welder has a factory-installed cord/plug, what's the plug size? If it's a 5-20, folks are less likely to use that for he xmas lights. (This sort of thing should be well-marked anyway.)

And there's always the "next guy" problem with welder and HVAC circuits- the wire size doens't always match what you'd expect for the OCPD.
