Hello,
Is it permissible to utilize a 30 amp rated receptacle in a welder circuit that is being protected by a 70 amp OCPD?
 
Just know the welder effective amp draw and put a breaker rated at 200% of that amperage. Given a 70A breaker, the design effective current is 35A (70/2=35). Note that the welder duty is already included in the effective current draw computation (reverse calculation). With 35A, your 30A receptacle is somewhat smaller. Suggest using a 50A welder receptacle or replacing the OCPD with 60A. It would be better to show more details about the welder unit you intend to power up so we can be clear on everything (welder output kVA, voltage, duty, etc).
