Well control box chatters. Has 244VAC

Holding tank went empty. Pressure gauge zero. 30/50 pressure switch. Empty tank was still at 50psi. Let air out to 28psi. Pulled up manual start lever. Control box makes a loud rattle. Pump does not start. Was working fine. 244VAC in control box. 20A single phase. 1/2HP pump. 230VAC
