Well pump wiring

Had a new well drilled at my house and a submersible pump installed. The well pump contractor ran the following wire from the pressure switch to the outside and down the well casing to the pump.
Three conductor twisted with no jacket.
Looks like RHW conductors.
The wire is run exposed and attached to the water line with bands of cheap electrical tape in the basement.
The wire passes through my basement wall and is direct burial to the well casing,
Approx 12" burial depth.
How do the well installers get away with this type of installation ?
When I asked the guy about the exposed wire the answer I got was "That's the way its always been done".

Outside of the casing an approved wiring method is required.
 
There stuff rarely has to deal with permits and inspections? That would be my take.
In NJ there is a requirement for a permit that has to be obtained from NJDEP. Licensure of well drillers is also required. If tjacobs didn't see an inspector for this job, he may have a problem later.
 
I can confirm at my own house, and the few houses I've eyeballed for one reason or another in Maryland, it's UF (usually direct burial, I've not seen pvc) from house to the top of the well casing. From there it enters into the casing cap and is spliced to the twisted no-jacket conductors the OP is talking about.

I've never seen the twisted conductors outside the well casing or bore hole.

Come to Georgia, it’s all over the place like that! Not saying it’s right, but if the well guy does it, that’s what you get.

The home I lived in in the 80s/90s has the twisted cable the entire run. I’d bet every farm house in this county is the same way.
