Is the capacitor box for a well an acceptable means of disconnect? I know it’s not lockable, but if you take the cover of it’s disconnected

Just thinking out loud... if it's the kind of box I am thinking about the cap and relay are on the cover and there are some contact blades that indeed pull out when you remove the cover. Thereby disconnecting power to the motor in the well.

But... you are left with some (potentially) live L1/L2 contacts out in the open on the base, waiting for fingers to poke them.

Unlike the typical pullout disconnect next to an AC or HeatPump unit that has no exposed contacts when you remove the disconnect.

Every well pump I've ever worked on has a 2 pole toggle switch mounted right near the pressure tank. This is the disconnect I would expect to see if I was a service guy.
