wet location protection?

is the space underneath the dock plate considered a wet location because when it is lifted up by the motor to allow the truck to back in to the loading area it will be exposed to rain snow and etc. the 120 recp. that serves the motor is cord and plug connected must this recp. be gfci protected with a bubble cover because it is in use and plugged in all the time . what if you used a twist lock recp and plug to serve the motor would this set up still have to be gfci protected site code articles which would apply . thanks for any help .

IMHO, I would consider this a damp location, and as a result provide GFCI protection.
