Wet locations for conduit embedded in concrete walls

Working on embedded RMC conduit that run through (very high and thick) concrete walls and not via underground or thru building foundations & slabs. Would this installation be considered a wet location?

The concrete is not in contact with the earth so as Hal stated within the concrete is not a wet lcoation.
