wet locations

There seems to be some confusion on what is considered a wet location. (NEC 300.5B) The interior of enclosures or raceways installed under ground shall be considered a wet location. and must comply with 310.10(C) Can't seem to find that same for conduit above ground. Can anyone tell me?
