Wet Romex: Is it safe?

Hey all, while servicing a minisplit, I dumped about about a cup of rain water from the conduit. The paper in the romex is wet. There were no leaks into the conduit from the disconnect and there were some rusted screws in the access panel to the outdoor unit, so I can safely assume that the water only egressed a few inches up the end of the conduit. Since both romex and conduit were cut close to their needed lengths, I cannot shorten either, but would have to run new line. My question is, if left to dry out over night can I assume it is safe to simply dry it out, reattach and stop any further water egress? Pic attached.
 
Water penetration into the paper of romex can present issues at present and future, penetration cannot be effectively dried out with any certainty and if moisture remains degradation of the insulation according to UL will occur, in addition the ability for heat dissipation is compromised when romex gets wet. Also even Copper will corrode with the presence of moisture. All reasons NEC restricts use of Romex in damp or wet locations.
Thus as indicated by both @infinity, and @hbiss the NM-B should be replaced with proper wire by an electrician.
 
Obviously done by a non electrician with not permit or inspection. But there are electricians on this site who do a lot of repairs so perhaps they appreciate the work. And the tape around the 90 Deg fitting won't keep the water out, thats not where its coming from
