Wharf panel enclosures?

I'm doing a job where we're putting in new enclosures and panels on a wharf. Then enclosures are going to be stainless steel. Now there has to be a panel go inside the enclosure and I have 4" PVC coming into the enclosure, then into the panel. Anyone have any slick ideas on how to do this? I was thinking of going into the stainless enclosure with a 4" ta and 4" sealing ring. Then threading a 4" FA onto the TA threads and a small piece of PVC another 4" ta into the panel. Any other ways? I'm not even sure yet if a TA threads into an FA (although I know a emt 4" connector will).

Once you come into the outer enclosure, is there anything that keeps you from running the conductors into the bottom of the panel without a raceway? I suppose you are using a Hoffman box or similar with a gasketed door. Water infiltration shouldn't be an issue.
