Here is an installation I came across - guess how - through an inspection.

The EC is installing new services to multiple buildings and risers, panels and branch circuits to all of the apartments.
As I am walking through the apartments, I ask where are all of the risers coming from. They tell me the new service...Hmm...I have not inspected any new services here.
So, I take a walk to the basement as all of the workers watch me exit the appartments.
The installation of the new service equipment and meter banks is actually pretty good work.
How they temporarily tied into the existing service is the following pictures.
I asked how long this temp tie-in was going to be "temped". Months was the answer.
This is the old trough cover screw with a fender washer...I could not seem to find this method located in the NEC. :wink:
The contractor used a line that is almost synonymous with temporary work in my area, "Pierre, it is only temporary work, what is the big deal?"
The installers tied the phase and neutral conductor into the existing lugs with this very old equipment.
Here is a picture of the install from an angle a little further out.
My question will most likely lead to 2 different "camps" when it comes to temporary installations.
Is this work code compliant/field acceptable?
