I think kind of by definition all class 1,2, and 3 circuits are power limited. There are also power limited fire alarm circuits.

There are non-power limited Class 1 and 2 circuits. There are both non-power limited and power limited fire alarm circuits.

My understanding from the definition

Class 1 could be power limited or non-power limited
Class 2 & 3 are power limited.
