What code do lighting control panels fall under?

I'm sure some of you do these things: Lighting and dimmer panels

What code do they fall under for access? I have always been of the opinion that it is 110.26A - but there is nothing specific to direct you there....

Why wouldn't it be 110.26(A)?
Sufficient access and working space shall be provided and maintained about all electrical equipment to permit ready and safe operation and maintenance of such equipment.

One would think.... But I keep finding inspected work with these type things tucked in closets and such. As well as LV tel/data enclosures as well. I believe there needs to be a spelled out section for them both. (Dimmer Panels, and LV enclosures)
