I need a V1 of 9.00 when the cylinder is at 1.75" and 2.75 when at 15.75. Pretty close to that anyway.

This seems pretty simple and probably is. I can get one or the other, but I am of the opinion that you can't get both... but then again, what do I know.
 
Assuming it's a linear 18k pot where 0" = 24V and 18" = 0V:

1.75" = 9.7% of stroke = 1750 ohms = 21.7V (want 9V)
15.75" = 87.5% of stroke = 15750 ohms = 3.0V (want 2.75V)


Here we go:

We want 6.25V across 14k ohms (9V - 2.75V and 14" at 1k ohm/inch)

24V / 6.25V = 3.84
14k ohm X 3.84 = 53760 ohms

24V - 9V = 15V
15V / 24V = 0.625
53760 ohms X 0.625 = 33600 ohms
33600 ohms - 1750 ohms = 31850 ohms
53760 ohms - 31850 ohms - 18k ohms = 3910 ohms
