What is a "standpipe"

406.8(D) Protection for Floor Receptacles. Standpipes of floor receptacles shall allow floor-cleaning equipment to be operated without damage to receptacles.

Any ideas as to what a standpipe is?

Not absolutely sure, but I believe it's the part of the box, in-floor duct sytem, housing, etc. that provides the cavity in which the receptacle is mounted. An example would be a Carlon round floor box...

...where the top part of the box is the standpipe and is cut to height after the floor is poured.
 
I think I'll make a proposal to the 2011 to elimate the word "standpipe" and replace it with "assembly". That way the box, cover and device would be included.

There is (was, rather) an old brass floor receptacle manufactured by Arrow-Hart that screwed into an 1-1/4" RMC coupling. Knowing that, I would guess that the standpipe would be the section of RMC leading up to the coupling that floor receptacle was assembled into.

Normally, I think of standpipe as the vertical fire-department pipe I see in stairwells of buildings, where they can pipe water in at ground level and access it with hoses on whichever floor they need them. Sort of like a permanent temporary extension cord, with a plug at ground level and a receptacle on every floor.

In this case, I envision something like this:
