What is an underfloor space? 210.70 (C)

I just get called out for not having a lighting outlet in the closet under the stairs of a split entry home. The inspector quoted 2023 NEC 210.70 (C). I've always interrupted that to mean like a crawl space and I've never been called out for a closet. If you take that interpretation to the extreme then any space below the top floor of a house including every closet must have a lighting outlet.

How do you all interpret that requirement?

210.70 (C) All Occupancies.

For attics and underfloor spaces, utility rooms, and basements, at least one lighting outlet containing a switch or controlled by a wall switch or listed wall-mounted control device shall be installed where these spaces are used for storage or contain equipment requiring servicing. A point of control shall be at each entry that permits access to the attic and underfloor space, utility room, or basement. Where a lighting outlet is installed for equipment requiring service, the lighting outlet shall be installed at or near the equipment."

I agree with your point if there is no equipment in there.

Is there a light outside the space that illuminates it well?

Can you show that a light would be subject to damage?

Yes there is a recessed light outside.

Depending on where it's placed, yes it could be subject to physical damage. But wouldn't that merely require it to be designed for the purpose? Or are you implying that it wouldn't be required if subject to damage?
