What is the code citation dealing with strapping conduit to rafters?

I work for a residential PV installation company. We never strap conduit (which has always been Flexible Metal Conduit) to the rafters of an attic that we are running through. However, I was told that it's not a problem if it's directly beneath the PV array. What is the Code Citation for this?

There is a code that doesn't allow it to be strapped within 1 1/2" of the roof deck, but that is all that I am aware of. that code is 300.4(E)

I believe 690.31 (G) in the 2017 code. Numbering has changed over the years.

Only applies to DC circuits, and is not a problem if the rafters are 2x10 or larger. Code is 10" from roof deck surface.
