What is the Difference between lightning arrester and surge arrester?

I have a 12kv service feeds ATS.
Is it good to have both arresters with in the ATS to protect this medium voltage switch gear.....?

Here is an example of a surge suppressor. Fig 5 shows how it works. The lightning (surge ) arrestor, or Metal Oxide Varistor is just one component, resistors & capacitors are used also. The suppressor is really a filter.

The suppressor is more likely to protect the ATS from the spikes generated by the switchgear breakers operating, especially if they are vacuum.
