what is the minimal distance from a tub or shower enclosure that you can place devices ? I belive it is 3' but i can not find it in the 02 or 05 nec.

Can be as close as you want as long as it is not within the tub or shower space

The 3 foot zone you may be thinking of is for certain lighting fixtures.
410.4(D).

If by devices you mean switches and receptacles, they can be anywhere outside of the tub space. As Pierre mentioned there are limitations for certain types of fixtures. Look at the article he posted, 410.4(D).
