What is the name for the piece of equipment that allows me to switch between two loads based on demand, such as it runs the hot tub full time, but when I turn on the Range, power gets transferred to the range, and the hot tub is de- energized until the range is turned off again. When I was an apprentice we called them watt misers, but apparently that's only a trade name

Generically and manually, that would be a DPDT switch: double-pole, double-throw. Only one at a time can receive the power.

I've no experience with ones in this application, particularly ones that do it automatically with a prioritized appliance.
 
Google "CURB". They call it energy management device that you control from your cell phone.
Competing products may call it differently.. They are installed inside the panel.
