What is the NEC that answers this question?

A two-inch metal offset nipple is installed between the meter housing and the panel of a 120/240-volt, 200-ampere service. When is the nipple REQUIRED to be bonded?


1. Always.
2. When locknuts are wrenched tight.
3. When concentric and eccentric are not present.
4. When an equipment grounding conductor is installed from the meter to the panel.

It is always required to be bonded. But service raceways can not depend on standard locknuts only as the sole bonding method as well as certain concentric/eccentric Ko's. A bolt on hub on one end and a standard locknut on the other end is still bonded via the bolt on hub end as well as other similar situations.
