The aluminum bracket on the right has a slot, probably the same for the left. Might some type of plate attach to these brackets ?
Esthy, What is the type of facility where found ? Height above grade ? What are your inclinations having seen the object first hand ?

My guess is that it's a backlight for interchangeable, cut out sheet metal signs. I'd also speculate that it contains a fluorescent lamp with the ballast remote mounted. Whadda I win? 
I think it is some type of sensor. I started working in this high-rise (I retired, but I am getting in my wife nervous and she "insisted" in me getting a work) This high-rise is a 15 floors plus basement. This devise is located in a parapet wall in the roof, I think there is a chiller and others close by. I am checking this today or next week. Whoa, what a difference between doing residential service and working in a HR. I am sure I will have a lot of question later on. What surprise me is that no one in the technical/maintenance department knows what this devise is for.
