What panelboard voltage rating?

With a 240/415 Y supply, would you use a 120/208 Y rated panel board with 240 volt breakers or a standard 277/480 volt panel board? Im leaning with 480, but supposedly you can use 240 volt breakers since that is the maximum phase to ground voltage?

'B' a 480y/277. 208y/120 is out of the ball game completely.
