What protection needed for dock

My dad is building a 10'x30' dock that will be approximately 8 inches above the water line. He wants to have 3 separate 20 amp 120 volt circuits on this dock. What type of protection does he need to have, and what's the minimum height the receptacles can be mounted? Please cite code references. Thanks in advance
