What size copper SEU for 100a panel?

Just want to make sure I am correct in thinking that two 100a panels can each be fed with minimum 4awg SEU copper from meters. First inspector(over phone) said #4awg seu copper, than changed to 1/0 SEU copper, but I felt he still was not sure. Also would sleeving "both" of these two #4awg SEU through one 2inch pvc sleeve to a sill plate be permissible, or do they need to be separate sleeves?
 
This is definitely a case of the devil being in the details.
The basic question goes back to whether the "single phase dwelling service/feeder" rules are applicable.
Is this a case of two meters, each feeding a separate dwelling unit main panel or are both panles associated with the same dwelling unit.
Once that is determined, you need to confirm which Code cycle is in effect as the ampacity for SE is addressed differently in the '05,'08. '11 and ;14 Codes.
 
Its basically one house with two apartments. It has two meters and each meter supplies one panel. Both panels are located in basement, side by side.

Regarding the 2011 and 2014 NEC you would be fine with 4 AWG as long as your installation complies with Section 310.15(B)(7) and 338.10(B)(4)(a)...which could result in NOT being ok if installed "in" thermal insulation...also considering adjustments and corrections may apply...generally speaking you should be fine.
 
I am curious as this is the second recent post mentioning copper SEU cable. Around here it is not common, special order and very pricey. Why not just use the common #2 Alum SEU? Just prefer copper?
Im not sure about other areas, but where I am in Long Island, inspectors do not allow using aluminum cable in homes.
