What size service requires a engineer in WA?

I'm wondering what size service requires a engineer in WA state? Is there any limitation on what a electrical contractor with only a administrator can design? Thanks!

I don't have my copy of WAC here at home, but IIRC an engineer doesn't have to design but will need to review it above a certain amperage.

Thanks Ray, I'll look in the WAC to see what it says. I'm curious as to what level of responsibility most electrical contractors can take on themselves.
