310.15(B)(2)(a) or 310.15(B)(2)(b) what is the differance between the two tables? Which one is used for temp compensation?

It depends on the starting ambient from the Ampacity table that you are using.
Tables 310.15(B)(16) and (B)(17) are based on a 30degC ambient. You would use 310.15(B)(2)(a) for temperature correction.
Table 310.15(B)(18), (B)(19) and (B)(20) are based on a 40degC ambient. You would use 310.15(B)(2)(b) for temperature correction.
Tables 310.15(B)(16) and (B)(17) are based on a 30degC ambient. You would use 310.15(B)(2)(a) for temperature correction.
