What was the first NEC with a Ufer Ground

What edition of the NEC had the first requirements for a concrete encased "ufer" ground?
What I would really like to get is the ROP and ROC for that change. I bet that not even Don Ganiere has that!
 
The first edition to permit CEE's is the 1971 NEC, section 250-83(a). I have a copy of the IEEE Conference Paper #CP-61-978 which was used as the substantiation for the change. I will post a copy of it to you when I get back to the office on Monday.

I first heard of this term"Ufer Ground" about a year ago while evaluating electricians. After some research I discovered it had been around since WWII and was named after a Army Corps Engineer, Bob Ufer. Seems the radar installations had trouble in N Africa with GR's only in the sand and they began using the building steel an the GE as directed by Mr. Ufer. It seems strange that it took so long for it to be applicable to the NEC.
 
Your biography is just a little off.

Herbert G. Ufer is responsible for the CEE. While this particular work was funded and directed by the US Army, Mr. Ufer was actually a retired UL vice-preseident by this time.

The research by Mr Ufer was on the west coast from Portland to LA in the early 1960s. His article on the that research was in the IEEE Journal in 1964. It all was based on his experience with ammunition bunkers on an Army base in Arizona. In the late 1950s he was concerned with metal UG water lines that were being replaced with plastic.
