Galvanic reaction caused by dissimilar metals is my guess

Looks like some green on the copper also. Aluminum and coated metal seems to be fine, I would look for chemicals being stored in the area, or inquire if anything corrosive had previously been stored near by.

Even the manufacturer's installed hardware has done the same thing as the electrician's installed hardware.

The secondary terminations hardware should look the same way if your theory is correct.

why did someone put steel washers between the transformer terminals and the wire lugs?

why did someone put steel washers between the transformer terminals and the wire lugs?

I'm assuming the holes behind the lugs are very large and they only had small lugs and hardware???
