Got a call for no heat. When arrived HO informed that they had a handyman install a couple of electric baseboard heaters as replacements but they didn't work. When checking them it was obviously wired wrong. was able to correct and get heat. But what I saw in basement in the panel was mess. and not sure how any of it was working. GE panel full of half size tandems, at least 15 - 20 Neutrals not even connected just capped. cover missing, can't even be sure the 240s were split as they too were on the tandems. HO not interested in "fixing" anything else. How would you CYB?

Did you do any work in the panel or just make corrections in T-stat or units themselves? Do the heaters have proper voltage supplying them?

I would make certain anything you touch is done to code.

Since the HO has stated they don’t want any additional work done
I would bill for your services and move on.

Just my opinion

I would write the bill to include the exact scope of work that you did with a note stating that there were other visible defects that should be corrected that were outside of the heater repair work that you performed. Also state that the customer declined to have said items repaired at this time and make them sign it.

If they consent to a video recording you can make one of you going over the panel with them and pointing out the defects which will also show the panel condition when you were finished. At the very least documnet everything with photos and video.

Take a picture of the mess, note on your bill there are several deficiencies that need to be addressed and drive on.

(at this point CYA is your main concern)
