What's accepted for disconnecting means for a residential detached garage? 2 branch circuits

Trying to find a code reference, but I was under the impression that 2 switches in a 2 gang Mulberry/bell/wr box on the outside of the garage was fine as a disconnecting means.

Have recently been told that if it's more than one branch circuit, that I need a subpanel. I don't have a code book on me at the moment, and just can't find the reference.

Now it has me rethinking all of this. So what are suitable disconnecting means for running a 20 amp receptacle and 15 amp lighting circuit, to a detached residential garage?

You will need to run a single MWBC for the two circuits. You can use a 20 amp, two pole snap switch or a disconnect switch as the disconnecting means.
