What's going on here?

A GC that sometimes gets me jobs took the following pic at a customer's house that is in the process of having a standby gen installed. I'm assuming those enclosures are for load shedding purposes. What are they and how do they work with the ATS and generator? Looks like they're devoting the entire panel to those loads?
