I read NEC handbook about 230.66. panelboards with the neutral factory-bonded to the enclosure are to be marked "suitable only for use as service equipment". Is that the only difference? Thanks.

Please note: you mentioned "suitable ONLY for use as service equipment" which is true for panels with factiory bonded neutrals (usually by the way they are mounted)
Many panels, however, MAY be suitable for use as service equipment when certain field operations are completed (boning neutral, less thna 6 disconnecting means, etc)

If you are going to use a panelboard/switchboard as service be sure you advise your supplier so the appropriate lables will be appled at the factory and the appropriate boning materials supplied..it doesn;'t happen automatically every time.

The key word as Augie pointed out is only. You certainly wouldn't want to use one of those panels as a subpanel.
