I'm not familiar with this type of signal processing, but here's my best guess.
It either means that the:
frequency begins at time 0, with a range of 1 to 50, and as it approaches 100 seconds, its range is much smaller centering around 23 Hz or so. In addition, at time 0 the amplitude of the signal is 0 and increases with time.
The other way of seeing it is the amplitude begins at time 0, with a large range and as it approaches 100 seconds, its range is much smaller. In addition, at time 0 the frequency of the signal is 0 Hz and increases with time to approx 40Hz.
