What's wrong with this?

my apologies for the small pic, but you get the idea. How someone can sleep at night after doing this is beyond me

 
Looks kinda like a lighting contactor next to some breakers. Either that, or it's my Aunt Edna at last years' Memorial Day parade.
 
I'm not sure if that's a contactor in a panel, of if that's an industrial control panel with a panelboard interior mounted in it. Either way, it's probably okay.
 
it's a contactor used for site lighting inside the outdoor landlord panel. They also installed a new T/C, and put another contactor in the old T/C housing. May be okay, but sloppy work. Should have put a 3R box nippled outta the panel w/ both contactors in it.

so true :) , I hit the T/C and heard the contactor pull in over by the panel, I looked at the panel cover and saw a significant "bulge" in the upper left corner. You can see the rest.

Assuming the cover fits on properly I would not call it sloppy.

The cover did not fit properly + the 2nd contactor jammed in the old T/C housing (which couldn't close) = sloppy (IMO)
 
I guess I should add that I wouldn't do this myself unless I had a compelling reason to do so just as a matter of professional practices.
