Welcome to the forum

It is always possible to reduce the neutral if the calculated neutral load is less than the ungrounded conductors. You can actually reduce the neutral, in most cases, as small as the grounding electrode conductor for services or as small as the EGC in a feeder. Most services have many circuits that are phase to phase loads with no neutral so the demand on the neutral is usually less.

With non linear loads it usually is not wise to reduce the neutral.

Dennis referenced these, but to be on the safe side I will add the Code references: Be sure to keep 215.2 and 250.24(C) in mind.
