When are two persons required for hot work

When I speak of working hot, its not running conduits into an energized panel, but rather the more common voltage and current measurements.
Does 70E require two persons when working hot?
Eamples:
Voltage measurement on a 240 Volt panel
Current measurement on a 480V MCC.

And what is standard industry practice?
 
No standard requires 2 persons for that job. It is a good idea to have a safety person there that knows how to deenergize the equipment and provide CPR if necessary, not industry standard, but becoming more common.
