When can electrical conduit be installed in construction phase?

Is there a section of the NEC that explains when electrical conduit can be installed on a construction site? What phase of construction this takes place in? Is there a requirement that states that the building must be water-tight prior to any conduit installation?

In as much as most conduit can be installed outside just about anytime as far as the NEC is concerned and another point of interest could be the deffinition of Dry Location.

Location, Dry. A location not normally subject to dampness or wetness. A location classified as dry may be temporarily subject to dampness or wetness, as in the case of a building under construction.
