When did EGC become a code standard

Our customer has a very old mobilehome park, the pedestals that supply power to the coaches do not have ground rods or grounding wire etc. When did the grounding code for this application come into affect?

The furthest back I can see it specifically is 1978.
550-23(e). Grounded. Each mobile home service equipment shall be grounded in accordance with Article 250 for service equipment.

I wonder if they are grounded to the frame of the trailor.
 
Mobile home parks will fall under the Federal Hud regulation 24 CFR 3280

It doesn't get updated as often as the NEC so for the most part it will be several code cycles behind the NEC, the last edition till last year was based upon the "1993" NEC and allowed a 3 wire feeder to the last disconnect just before entering the trailer, I have a copy of it in MS-word if you want to PM me with an e-mail address I'll send it to you and the link to the most recent version which is online now. the new edition is based upon the "2005" which should last about 10-12 years lol

To add that this allowance is in the NEC see 550.33(A) exception which will allow you to run a 3-wire feeder to the last disconnect then 4 insulated conductors into the panel in the trailers

I find it kind of funny that this is still allowed by the NEC with all the commotion over out buildings having to have 4-wire feeders
