When does energy code kick in?

We are renovating a single office within a single occupancy office building. Do I need to bring the space up to meet energy code if the office is only a very small part of the whole building? Asking for lighting controls and switched receptacle control.

Note this is for 2021 IECC in Connecticut.

Unfortunately is is very locally controlled as to when the work needs to be brought up to the new energy code. Generally I've considered new work to require compliance all the time.

Based on 702.7 in the 2021 IEBC, I think so. It looks like that's been adopted in Connecticut.
