When is a cover not a cover?

Do I have to wire a bonding jumper to a cover if it is considered part of the enclosure by the manufacturer? There are multiple screws that connect the side panels of this enclosure (with these toothed brackets) to the frame. From what I can find so far, the manufacturer considers these side panels part of the enclosure.

The answer depends on whether the enclosure is effectively bonded or not by the fasteners. UL would likely decide that.

Or whether the cover has any energized components on it.

There are components on one of the side panels. The unfused disconnect, and a 24VDC touchscreen for operating the equipment.

But as I said, the manufacturer considers the panes part of the enclosure. Also, there is also a door, that has nothing electrical mounted to it.
