In Where is the "capacity charge" or peak amp calculated? When the utility gives a capacity charge on
the bill: what calculated it? The meters in my area don't show the value, just the usual volts/kw/kwh.
Is there any movement to have meters show the peak load in the usual visual rotation?

Are you talking about non residential? Poor Power Factor can have a penalty charge that increases the end billing.
Irrigation wells in this area are now being penalized if they are below a certain level. .9 IIRC. It is up to the customer to decide if the penalty outweighs the additional cost of installation.

Peak usage is usually figured in 15 minute intervals with the a Power Factor Charge added to the highest, then calculated to determine the KWHs charged for. (I'm sure details are missing in my description)

I am pretty sure the meters are programmable as to what values they display . I have seen some that show the demand value and some that do not.
