Where is the IFC requirement for emerg. lighting at panelboards?

I know I have read it before but now I can't find it. What is the section/chapter/etc. of the IFC that requires emergency lighting at panelboards?

I'm sure it is in there, because I got caught by it on a project once. I didn't believe it was a requirement myself until I looked it up. It may not be the IFC, but I thought it was.
 
The NEC 110.26(c)(2) requires two exits for equipment rated 1200 amps or more and over 6' wide.
The building and fire codes require emergerncy lighting when two exits are required in 1006.3.
 
There might be a difference between a requirement for two exits from a room and a requirement for two exits all the way out of the building?
