Where is the rule stating that Emergency systems need to comply with Article 700

I am aware that somewhere in either the NEC or the IBC, there is a statement indicating that any system that is identified as being emergency needs to comply with Article 700 of the NEC. Is this in the NEC or is it in the building code?
 
The Building Code will direct you to NFPA 70 (NEC), which defines the Emergency system source in Article 700.
For example, if the Building Code adopted is the IBC, go to Chapter 27 and it will direct you.
Chapter 27 uses words like Emergency (Article 700), Standby Power (Article 701) and some jurisdictions add language to the international IBC like NYC for Optional Standby Power (Article 702)

700.2 Definitions.
Emergency Systems. Those systems legally required and
classed as emergency by municipal, state, federal, or other
codes, or by any governmental agency having jurisdiction.
These systems are intended to automatically supply illumi
-nation, power, or both, to designated areas and equipment
in the event of failure of the normal supply or in the event
of accident to elements of a system intended to supply,
distribute, and control power and illumination essential for
safety to human life.
