Where to bond neutral with Enphase Enpower + subpanel

I'm installing an Enphase battery backup to my solar PV. This entails moving my circuits from my 100A combination meter / main panel, to a sub panel, with the Enphase Enpower "Smart Switch" in between. The Enpower also mixes in circuits from the battery and solar PV, and is a neutral forming micro-grid in case of a gird power failure. So I would take out all the breakers from the main panel, replace them with 2 100A breakers that connect to the Enpower mains input (there are no main lugs in the old main panel), connect the Enpower loads output to the sub panel, and relocate all the load circuits to the sub panel.

My question is where should I bond the neutral and ground? The Encharge qualifies as a service entrance, and has a removable bond between neutral and ground inside. But with the main panel upstream of it, does it qualify, even if the main panel is doing nothing but sending the mains through to the Encharge?

For what it's worth, this is in California, and all three panels will be side by side (outside).

The upstream service equipment is still the only place you're allowed to bond the neutral. Remove the Enpower factory bonding jumper. It is only there if you use the Enpower as the service equipment, which you are not doing. (And which is rarely done and I don't advise.)
