Where to bond.

Is that PVC? Can't tell from the picture.
 
Are No-hub bands listed for use with electrical PVC?

I would say the bigger issue is 352.6 these "fittings" are not listed for this installation.

Assuming the fittings are legal then I would read 250.84, for underground raceway only, excep. 2 & 3. You may infer from that what you would like. I realize this is not an elbow but I don't see why it would need bonding if it met the conditions of #3.

Exception No. 2: Short sections of metal enclosures or raceways used to provide support or protection of cable assemblies from physical damage shall not be required to be connected to the equipment grounding conductor.
Exception No. 3: A metal elbow shall not be required to be connected to the equipment grounding conductor where it is installed in a nonmetallic raceway and is isolated from possible contact by a minimum cover of 450 mm (18 in.) to any part of the elbow or is encased in not less than 50 mm (2 in.) of concrete.
