That is a PI for the 2026 code. Go to www,nfpa.org/70, select next edition and then "first draft report". Note that Article 220 has become Article 120 and you will look in that new article for the section. At the top of 120,82(B) says "PIs(7)" You click on that to see the PIs that were submitted for that section.
Note that PI was rejected and a new first level subdivision (D) was added to address the ESVE loads.

(D) EVSE Loads.
The total load of an EVSE shall be calculated at 100 percent in accordance with 120.57.
