We are upgrading to a 200A service panel. The disconnect does not have a lug for both the grounding electrode conductor and the equipment ground from the service panel. May I add a terminal lug to the diconnect chassis in order to land the fourth wire of the SER?

Re: where to land the ground

Most disconnects have optional grounding kits that can be ordered from the manufacturer. Usually the part number for the kit is listed on the label within the disconnect. Or as you've said, the EGC could be terminated with a proper sized lug attached to the disconnect enclosure. Just be sure to remove the paint down to the bare metal to ensure proper contact with the metal.
