Where to start ?

I am looking at a kitchen remodel job in San Francisco. The home owner lives in the 2nd story of a three story building. Each story is a privately owned flat and there is a fourth occupancy, a small apartment. The main service to the building is 200amps and this feeds (1) 40a sub-panel per flat, a 70a sub-panel for the apartment,and a 20a house panel. I did a load calc. just for the new kitchen and came up with 64amp demand, this includes the (2) small app. circuits and all of the new appliances.
The customer will need more power for their unit (flat). I'm not sure where to begin. Would I need to speak to each owner and find out what there loads are to be able to do a load calculation per unit to determine the new service size. Could I just do a load calculation based on the sqft. of each unit. Can I just change there 40a sub-panel to a 100a.
 
You could do a 30 day load measurement at the main service, and (if you can get to them) the feeder to each sub panel. That would tell you if you need to upgrade the service to the building.
