which is the best solution Battery backed luminaires or Central lighting inverter to use feeding the egress lighting for a cancer treatment center with no category 1 spaces?
 
I prefer a central inverter approach because it consolidates the testing and maintenance to the inverter rather than each emergency egress light and exit sign. Also, battery backup in LED luminaires is more expensive than you would think. If it is a pure cost issue, nothing will be lower than using bug-eyes.
 
We prefer the battery backed solution because there are fewer installation hoops to jump through. You can wind up with some pretty hairy relay setups with a central inverter, depending on the size and complexity of the covered area.
 
Electricians I worked with would replace the bug eyes when had a bad batt. I would recommend spending a bit more, get them a a remote control for testing, date when installed, replace batts every 3-4 years
